Surge protection device is used to protect against the
transients occur due to switching off heavy loads.
Lightening Arrestor used to protect the High Rise
Buildings and switch yard from lightning strokes.

Exactly, Lightning Arrestor is used to arrest the lightning
strokes outside of the building areas like switchyards, etc.
Surges means temporarily happening i.e. transient impulses
of suddenly induced lightning strokes, which are for micro
seconds, not for more time.
Surge Suppressor is the Surge Protection device.
