Review of Test Case can be done by Test Lead or Another
Tester using Peer Review.
Review is based on Requiremnt.

Test case review will be done by team lead and that will be
depending upon client requirement like if client is taking
care of all these things ,client will review the test case
after reviewing lead. Client will suggest some changes if
he wants after reviewing.Review will be depending upon
client.
After completion of test case preparation review will be
done.when client will satisfy that total functionality is
covered in test cases then review will be done, for this
internal review will be done to check whether total
functionality is covered.Then review will be done.
