If 16 mm dia hysd bar of grade Fe500 is needed in a beam but it is not available

If 16 mm dia hysd bar of grade Fe500 is needed in a beam but it is not available in the construction site but the beam has to cast in an emergency. Which dia of bar is to be used for for that situation? (If greater than 16 dia bar is not available at site)

12 mm dia bars may be used and no of bar to be adopted after calculating area of steel required as per drawing.
