current transformer is a step up t/f ,it increse voltage and decrese current to mesurable level

When we are working on transformer(132\11KV). we are going to isolate the transformer from both HV side and LV side. then we are applying grounding on both side. My question is that we required to isolate the VT which is still connected from secondary side.?

WHEN SINGLE PHASE SUPPLY AS 220V, WHY THE 3 PHASE- 4 WIRE MEASURED AS 440 VOLTS INSTEAD OF 660 VOLTS (220 VOLTS PER PHASE i.e 220x3 = 660 volts ).
