Does dry and oil transformers both require dedicated neutral, because in my project we are using 2500kv dry star delta transformer, where they say neutral not required and even it is not provided in our substation. can u let me know

Yes,seperate earthing requird for dry & oilfilled transformers because Earthing is a return path & also it is used for protections (51N,IDMT etc).

Yes, We need 02 Nos. Neutral Earthing for Both DG and Transformer Sets.
Neutral Earthing are required to balanced the unbalanced current due to load variations.
