why always out of the 3 phase(RYB) of supply, in Y phase w.r.t the voltage is higher? on R & B phase the voltage will be lower as compared to Y phase?

We normally make oil soak pits under Transformers. Oil from soak pit goes to collection pit. We provide granules/pebbles under transformers. My question is weather granules/ pebbles to be filled in soak pit or not? if yes upto what level?
why battery dc voltage become Half when we check with respect to ground for example 120volts + and - terminals and when we check + terminal with Earth thats 60volts why 60volts we can not ground the battery.
