IN WEBI 4.0 version go through the following navigation.

1) first select cell where you want to apply hyper link.

2)Go to WEBI in that panel "Report element" >>> "Linking" tab>>>select "add hyperlink" button.

3) enter the hyperlink URL and parse the address to validate that is validate that it is accurate and define other options.

4) after that test the hyper link URL
