No, transformer oil surge relay will not operate due to low
oil level on OLTC conservator. It will operate only when
there is a surge in OLTC.

whenever oil level reduced in a transformer Temperature
of transformer would be high thereupon thermal safety may be
operated to prevent any kind of losses no oil surge relay exist there.

Practical condition in 400KV Sub station:- Breaker(open) , isolator(open), Earthing (close) at both end e.g A & B.
