THOMAS SEEBECK discovered that if two wires made of dissimilar metals are connected at both ends to make two junctions, when one is heated,a small amount of current would flow through the circuit .when both ends of the wires are twisted together and one end is heated, the two wires produce an open circuit voltage that is called seebeck voltage. The open circuit voltage is proportional to the amount of heat added to the junction.this principal is used to detect temperature in the Thermocouple.

when a length of conductor is heated at one end, electrons at that end is "pushed" towards the colder end. This is due to the characteristics of the metal itself. In order to measure this movement of electrons(potential)we cannot use the same type of conductor because the net "potential" will be zero. However if a different conductor was used (different characteristics),a difference in potential can now be measured because the amount of electrons "pushed" will be different with respect to the other conductor. This is the Seebeck effect. This gives a relationship bet. voltage and temperature which can be used to measure temperature.
