correct.it will show output between phase and earth only and only in faulty condition not in normal.if there is fault and still not output between ph-earth then your earthing is not properly done.

There is no connection between the earth and neutral. This
can be because there is and isolated earth system or
someone did not connect it correctly.

there should be out put between phase and earth unless the
earth is also having current or improperly done, to rule
out if your earth is having current measure earth to
neutral.
