Actually the working stress method is used for general purpose, where similar structure found in nature. And the designer/ execution engineer can do the job as per his experience but in case of limit we can say lot of complexity of structure with load play an important role. before limit design method bearing capacity of soil with structure live and dead load consider upto the desired requirement and bending moment of structure is made.
