what is the instrument used for measuring insulator RESISTANCE

The resistance of high voltage insulators is normally in the order of Terra Ohms and cannot be measured by Megger or any other such instrument. What these instruments measure is only the surface resistance but what defines an insulator is its bulk or volume resistance. The ideal way is to put a guard electrode and ground the surface leakages and then measure the resistance using appropriate measuring set up.

I have two AC generators, the first rated 2680KVA for 380V/4345A/pf:0.7 and the second rated 3461KVA for 5500V/363A/pf:0.8. I want to parallel the two generator to a bus. The second generator passes through a transformer to down the voltage to 380V and a part of its power goes to another bus so that it's only a part of the total power of the second generator taht goes to the considered bus. I have two Basler DECS100 AVR regulator. How can I make the synchronization ? What others equipments must have ?

In our factory so many iron pillors are exists for supporting the shed/Hangar. If do more no of earthings at one piller instead of doing more earth pits in many locations and running earth strip around the hanger, I can save the money. Please suggest this method is acceptable as per Is specifications though the Earth resitance of the farthest piller is with in the limits as per IS specifications.
