Its kind of length to be embeded inside some support like column or something.its calculated using IS 456 :2000
Page 42. 26.2.1
Now description of the equation is probably as follows..
let dia of a bar is = d; tensile strength = s;and shear strength is =t;and length embeded in a wall is Ld;;;;
So to keep the bar to resist from sleeping from support
upto it's tensile strength the condion would be
(Ld*(pai*d))*t=s*((pai*d^2)/4) => Ld=(d*s)/(4*t)...

For column lap length should be 45d and for slab and beam 60d where d is dia of bars in mm

Basically the column is a compressive member and use the
high grade conrete, so lap lenth is less than Beam.
