To discharge the static, thereby reducing the risk of explosion by inflammable stuff like cylinders, oxygen tanks, gasoline products etc.
by eliminating static,it will also improve the radio reception on the vehicle.

They are of no use if not touching the earth.Probably they
were found to be noisy and causing more fuel consumption
