Because T/F is a static device and the emf induced in the
T/F is a statically induced EMF, which does not require any
rotating parts.
Going through the working of T/F may give u correct explanation.

The construction of a motor is such that the field rotates
the stator and rotor is made cylindrical for this. but in
general the field just fluctuates not rotates which is
needed in T/F.
In induction motor the field rotates and rotor workes as
secondry of t/f.

because in trfr no power is produced. the power is only transferred from one voltage level to the other. it doesnt require any rotating parts.
