Ground can be used instead of neutral wire if the current
low and voltage is high ,considering the voltage drop (IR)
due to earth resistance.

I have 11KV/415V power distribution transformer. I have found unbalance current in LT (415V) side. Also observed that unbalance voltage (3V) at LV side due to HV side unbalance voltage. What should I check for this? Also, the same LV side load can run in balance on captive power.
