in the thermal power plant, why we use the condenser (for
cooling the steam) when we have to heat the steam again.
i mean why we are cooling the steam,

i think the difference in pressure is necessary to flow the
steam from turbine to again boiler.
and the process of condensation reduces the pressure. thus it
produces the pressure difference.

we maintain the temp. in plant and also to keep the excess
loss of steam at the end point by using which we increase
the efficiency of power plant

Because Thermal power plant works in Rankin Cycle. And in Rankin cycle, the efficiency depends on the temperature and pressure in cold and warm points.(Boiler and Condenser).
And in condenser we distillate steam by spraying water on it to change it from steam phase to liquid and during this volume decrease (steam to water) we make vacuum or low pressure. So the surrounded area of the curve increases and efficiency goes upper.
Also we can save purified water. At the end we can add make up water and control the water demand of cycle.

You mean reusing water ? You can fill the boiler with water
only.

The outlet temp of the turbine is brought down to transfer
more energy as it is proportional to the difference in
temperatures according to the laws of thermodynamics.

Typically, a steam generator is a closed loop system.
Water is heated to steam, performs work(spins the turbine)
and then is condensed back into water. Its a continuous
system so the water is heated and cooled over and over
again.
