The man fits 9 horses in 9 stables. And fits the Tenth horse
in any of the stable.Because there is no condition that he
should fit each horse in each stable.
Also he cannot place the stables in a circular form as it
is clearly shown the order of placement in the question
itself.

'Stable' is itself is a word that means a place where the horses (more than one horse) are kept.Depending on the each Stable size, the man fits 10 horses in 9 stables.A stable does not mean that only one horse can be kept,which the meaning itself does changes if not.
