device to work better in a pressure vessel with a high
pressure or a strong vacuum, and why?

In your own words, would you expect an ultrasonic level device to work better in a pressure vessel..

Answer / pavan wagh

At high pressure in pressurized vessel ultrasonic signal gets suppressed substantially ,same is the case with strong vacuum where medium (air) of signal transfer is absent.
In both cases DP transmitter is the best choice for good accuracy. For level measurement with DP transmitter density compensation is essential,as liquid (water) density changes at high pressure and high temperature.
