Its not so that cfl requires less electricity.
if we compare a lamp with cfl on the basis of lumen capacity
they produce the total electricity consumed by them will be
same..
actually cfl are designed to produce less lumen's as
compared to normal bulbs so it consumes less energy..
for more clarification check the lighting catalogs of lamp
producing company..
and i know this because i am also from a lighting industry..

as the frequency of the supply increases the lumen output of discharge lamp also increases as we know with electronic circuit, CFL lamp is getting high frequency supply
