Because the capacitor is using for powerfactor improvement
and it is regulating the voltage level thatsway we have
getting more current than rated

if you are connect capacitor on the secondary side that
means you are correcting the power factor of load side, but
if you put the bank on the primary side then u will notice
the current required will be less.
