the control voltages are 110V and 220V.because the form factor is 1.11 and it is derived from RMS value of induced voltage and average value of induced voltage,so we need RMS value=form factor * average value.

Agreed with above answer additional missing information is control circuit vtg is DC fed from battery bank provided in the substation
