Oil is applied on the shuttering which is used for columns.
This helps in easy removal of the shuttering.
Steel would not rust because of this oil.

oil applying to shuttering sheets and before placing of the
shuttering to the column, tie the cover block to the column
reinforcement due to this to avoid the oil will not touch to
the column reinforcement.

oil does not cause steel to rust, its only makes easy to remove shuttering, oil acts as a protective layer to steel so exposed steel railings are coated with oil paint to protect, if oil is present in RCC steel please clean before concreting it acts as debonding agent between steel and concrete.
