Generally the thumb rule is
for 100 Cum of concreting 10MT of steel is required.
More over this varies with the type of construction like for light structures it varies from 8-10MT
Med Str 9-12MT
High strength Structures(Industrial) 10-14MT of steel is reqd.

If the drawings are available, then bar bending schedule is
prepared and the steel quantity is calculated. Depending on
different diameters of bar used the steel quantity can be
calculated. If the loads are given then depending on the
loads the steel value is calculated.
