No!! You will have to disconnect the connection which is
usually bolted to the earth electrode.
Then with earth megger you will have to test the earth
electrode independently.

It should be checked accordingly the resistance used for
the solid system earthing.
In low voltage system erathing, the secondry winding of
distribution transformer, low voltage generator or UPS
system are normally solidly earthed. Solidly earthing of
the system means that the system voltage will never exceed
the phase voltage.
