Answer #2 is accurate. The wave form is identical for both, and depends on the system being tested, power line frequencies typically use a 1.2uS/50 uS open cirucit waveform (IEEE 4). To my knowledge, the main difference is that the surge test is applied to the line conductors while the sample is under power, and the generator of the pulse can be set to trigger at 0°, 90°, 180°, and 270°. The Impulse test is run across an insulating barrier such as solid insulation, or a clearance through air.

surge has only high voltage and we cant define its wave fform.surge test conducting in both stage, equipment under ON or OFF condition.
