Answer #2 is accurate. The wave form is identical for both, and depends on the system being tested, power line frequencies typically use a 1.2uS/50 uS open cirucit waveform (IEEE 4). To my knowledge, the main difference is that the surge test is applied to the line conductors while the sample is under power, and the generator of the pulse can be set to trigger at 0°, 90°, 180°, and 270°. The Impulse test is run across an insulating barrier such as solid insulation, or a clearance through air.

why is a power transformer used only occasionally?it is used to step up at generating stations?and that needs to be done all day long !!!!!!!
