we can light the tube light without starter by using tester.
(How:disconnect the starter from the circuit,then short
&open the terminals of the circuit rapidly using tester
carefully).
BUT,
we can't light the tubelight without choke.Because it is
needed to create high voltage across terminals of the tube
light for electronic emission.

If question is just lighting on then it can be answered as
in three steps:
1.switching on
2.instatntly Switch off
3.again switch on,
This will provide necessary high volatge across lamp
because of transient produced by choke ( a inductor)

yes phillips hpln 150W lamp is in market which is running
wihout chock and capacitor or starter.

sorry above lamp is ML lamp instead of HPLN series.

we can't light the mercury vapour lamp with out starter &
choke becoz to light up mercury lamp above 230v is
essential hence it is done through choke to get break the
elasticity of the atoms& to get free electrons
