Choke is basically a inductor whose property is to react
for instantaneous change in current through it. In tube
light ionisation of gas is possible only at higher voltage
of around 1000 V. However our supply voltage is 230V. hence
starter which is a bimetallic strip act as a interuppter
for current flowing through choke. Change in current
results in development of high voltage at inductor terminal
which is in parallel with ionising terminals.Hence gas
ionises and tube glows in that fraction of seconds of
current interuption.

Starter=produces surge current for tube.
