emf will devloped in rotor due to faraday's laws of
electomagnetic induction.but due to open in rotor circuit
no current will flow and so no torque devloped,so rotor
will not rotate.

Due to Faraday law,emf will be induced in rotor circuit.but for current flowing,closed circuit is required.if rotor circuit will be open then no current flow in rotor circuit,due to this no torque produce in rotor.rotor will not move.
