relay is a sensing element which senses the fault ant then sends a signal to circuit breaker.....
circuit breaker after receiving the signal from relay..trips and hence protects the apparatus/device to which it is connected
switch gear is a series breakers connected together to
form a complete protected bus bar with many inputs outputs.

either overcurrent or undervoltage or underfrequency but
not together, can also be used in switching & control
systems.
Breakers can be used to protect againt too many abnormal
faults in the circuit at one time.
