when due to any sudden disturbance in the power system any
surge(switching or lightning) is produce than the voltage at
which the Circuit Breaker opens is called the transient
voltage and the voltage at which the circuit breaker extinct
the arc and either isolate or restore the fault is known as
recovery voltage.
