Becouse it hase 2 valves.
if are wanted to use the Chlorine gas then you should use
the upper valve.
And if you are wanted to use the liquid of Chlorine so you
should use the lower valve.

These cylinders are laid down horizentally to prevent from
leakage because it is very dangerous to handle it if
leakage occurs and also all cylinders are laid down
separatly not over by over other wise there will be chance
of damaging occour and again leaking probability

bcz the chorine gas is denser than air so it occupies the space near bottom of cylinder.so to complete empty the cylinder.it is let down horizentally.
