Why chlorine cylinders are laid down horizontally?

These cylinders are laid down horizentally to prevent from
leakage because it is very dangerous to handle it if
leakage occurs and also all cylinders are laid down
separatly not over by over other wise there will be chance
of damaging occour and again leaking probability
