Vacuum balancing line is required in CEP suction to avoid cavitation and provide positive suction to CEP. As CEP takes suction from HOTWELL (which is also in vacuum), So there will be -ve pressure at suction. As it is well known that at less pressure boiling point of water is also less. Hence the condensate will try to vapourize at low pressure which will cause cavitation and pump will get damaged. Hence a vacuum balancing line ( A canister vent ) is provided at CEP suction to remove vapours which will directly go to condenser(which is in vacuum).

From the little knowledge i have, CEP balancing line it ensures a positive suction to the pump, it act as a vent for the air pockets when charging up the pump.

It is necessary to prevent any leakage from the inlet valve of
CEP from the area of CEP whenever any air leackage occured it is much more chances to drop of vaccum so vaccum balancing valve sealed the area from condensed water
