Depends where he find the deviation, means before delivery
to the client or after. If it find before delivery it is
called as bug and if the application in deployed in clients
environment and then finds a deviation, its called a DEFECT.
Please correct me if i am wrong.

When the Deffect is approved by his senior or Manager then
It is call as Bug.
When a developer finds any deviation it is called error.
When user finds any deviation it is called failure.

Lets call off this psudoism and simplify things.
Deviation from a requirment is always a Defect or a bug no
matter who sees it ( tester, developer, manager or client),
the reason that caused that defect is due a failure or
fault or error somewhere. Lets take an example -
If I have a fever say about 102 degrees celsius.
Requirment of my body says - temp should be 98.6 so its a
devaition from the requirement and thus called a defect.
Now this defect is caused due to several reasons - viral
ifection, fungal infection, malfunctioning of any other
part - this is actually an error or failure- which would be
cured by the doctor and due to this by defect would be get
removed automatically.
To sum up Bug or defect is nothing but a symptom and thing
that is the cause of this symptom is nothing but a failure,
fault or error.

simply it is depends upon requirement. if that requirement is minor user may not bother about that but user thinks it is an error like(colors, text type(font, styles etc)..)but that requirement is very much mandatory like application security or GUI objects missing or mandatory functionalities are not working properly or objects disabling(exist but disable) etc these are high severity cases. in this situation user never use that application and simply say defect or failure product.
