simply it is depends upon requirement. if that requirement is minor user may not bother about that but user thinks it is an error like(colors, text type(font, styles etc)..)but that requirement is very much mandatory like application security or GUI objects missing or mandatory functionalities are not working properly or objects disabling(exist but disable) etc these are high severity cases. in this situation user never use that application and simply say defect or failure product.
