both of the techniques are the same .
IN polarization index method the molecules of water are polarized and it takes almost ten mints to polarize the water molecule by using megger. This test is performed in field or you can say on used transformer or on that transformer which remain idle (not in use for long time with oil present in it) where there is a chance of moister presence due to condensation.
The dielectric absorption technique is used for type test(test perform after making transformer) here transformer is new and moister is just remove. As we all know absorption method is quicker than that of polarization(ratio of resistance measured 15 sec to 1 minit ).
BUT polarization technique is always preferred for good results or reliable results.

How one can check the charger of the mobile phone or any other charger .......... that is it working ? if , working is it delivering the required supply which is needed by the battery to charge properly ?
