Yes, regression testing as important as any other testing.
Regression testing is done when a bug is fixed and due to
this bug fix, no other related modules are effected by the
new fix.
So, be the project is Manual or Automation, for a product
Regression Testing is must.

answer depends on size of the project.If project is long and more changes of requirements then we go for regression testing.RT is nothing but automation.
