Torque is a vector qty ,that is why we use vector unit Nm.
Joule is used for scalar qty.

The torque is directly depend on applied force& distance at
which it is acting so it is-N-m
we are getting a secondary motion from torque,which can give
us the energy but the phillosophy behind this is a motion
not an direct energy......and joule is a unit of energy.

torque=force*distance (vector quantity,cross product)
torque and energy are related by
energy=torue.(theta)
a torque of 1 N m applied through a full revolution will require an energy of exactly 2π joules
torque=1Nm
theta=2π
hence conventionally in SI unit energy is represented in joule and torque is not a form of energy so Nm.

Joule is the unit of energy. 1J= 1 Nm.
Energy = force * displacement ( N*m)
but Torque = force * radius (N*m) but there is no displacement.when we apply a torque on a body, if work is done the body will rotate.
then work done is calculated as torque*angular displacement
so the unit is N*m*radian(unit of angular displacement)
hence 1J=1 N*m*radian. the radian is an auxiliary unit and is always hidden when it is multiplied with metre.
so 1Nm torque is not equal to 1 J but 1Nm energy = 1J

for example .
if we have to find diameter of shaft of any material and we
take as C-45 material of shaft whose permissible shear
stress is 45*10^6 N/M^2
SO as Torque = (22/7)/16 * (shear stress) * d^3
therefore its unit will be Nm
