it is becoz that if u connect both the ends 2 earth there
would be a loop created so that eddy cyrrents may flow n
may case insulation failure or over heating 2 the cable.

Practically The earthing resistance of two pits at different location cannot be same hence if you will connect cable Armour at both the end, close loop will be created and leakage current will flow which is harmful to the device.
