No milk cant be used for concreting, because water is
required for hydration purpose which cant be obtained by
milk.

1)Yes We can Use milk for concrete, Milk is also performing
good hydration agent. but we can not use milk because it is
too expensive. rather that this we can get better and chiep
mix with water.

Milk is too expensive my friend,if you want too attain
workability,water reducing,retarding and high range effect
on your concrete, use Type G admixtures.
