It is not necessary.
The output voltage at which generator generates power
depends on manufacturer.
Now a days, Generator with rating 660MW is having output at
20kV voltage. But it may also vary.

I saw generating voltage 13.8kv, 10.5kv and 21kv that mean generating voltage is design by manufacture.

No,, it is not possible voltage can be generated at different kv.
But it is considered that generation at 11kv is economical.
