The earthing condition is zero between earth & phase because
when it is touched, it gets tripped or blown off

If u kept multi meter probes across the phase and earth then it reads 230V.

it will be 230v if u have doubt put one lamp between earth and phase

actually i can't understand what is 3dB ? and it's really not clear to me.please any one let it me be cleared.
