in lead acid battery voltage develops due to chemical
reaction, for this purpose we maintain some(1.260)specific
gravity.

The specific gravity is a measure of teh state of charge of
teh battery cell and the health (concentration) of the
electrolyte. E.g. if the battery is discharged the SG is
lower, and if the electrolyte has been diluted by too much
water the SG is lower. If the battery does not charge up to
nominal terminal voltage, you can consider changing the
electrolyte. In general, lead acid batteries should be
replaced instead.

the presence of electrolyte is a must in a battery. for
example H2SO4 in lead acid storage battery (the one which
we use in vehicles). during discharging of this battery,
the acid gets used up in the redox reactions and thus
specific gravity falls and when it goes below a certain
level, the battery needs recharging. thus it is necessary
to maintain the sp. gravity of the electrolyte so that the
battery works properly.

The state of the SG in a battery is the indicator of the charge of the battery. So you charge the battery to maintain the sg of the battery.
