I believe the answer for this needs to be 7.
here we go
first of all race 25 horses in 5 group each 5. And take the winners.(5 race)
Race the winners and find the fastest horse. (6th race)

For the second rank we know the rest fastest horses of each group. But in the first rank horse group the second horse might be faster than the others. So make a new group from the first runners of each group and second runner of first rank horse group
And race. (7 th race) the winner will be the fastest second horse.

Obviously horses must be allowed to compete in more than one
race, and they are assumed not to tire as they run races, so
their performance is constant.

Round 1: 5 races of 5
Round 2: 5 winners of Round 1
-> winner is overall 1st place (6 races)
Round 3: remove the winner of Round 2,
add the horse that came behind it in Round 1
-> winner is overall 2nd place (7 races)
Round 4: remove the winner of Round 3,
add the horse that came behind it in Round 1
-> winner is overall 3rd place (8 races)

So you can find the winner in 6 races (trivial), then top
two in 7 races, and top three in 8 races.

You cannot simply take the fastest horse from each group of
five. You have to look at the times of all the horses and
take the five fastest times from all 25 and then select the
top 5. Some would argue length and turf play in, but all
else equal, the fastest horse of one race could be slower
than the slowest of the other 4 races, so the winner of
each race is not a good answer.

We have to eliminate the slowest 3 horses in each race.
After 8 races you have the 2nd fastest of the 25 horses.

Example (assume that 10 and 11 are the first and 2nd fastest horses)

Step1(25 horses)
5 races = race all 25 horses in sets of 5.Get 1,2 from each
race so eliminate 15 horses and get 10.

Step2(10 horses left)
2 races = similarly race 10 horses in sets of 5 and get 4,

Step3(4 horses left)
1 race = to get the 1st and 2nd.

I think the answer should be 1 Race because it is not
necessary to race 5 horses on each track .. All 25 can run
on one track and we can see who comes 2nd .. It's easy ..
There is no condition on number of horses on each track ..
