Generally Team lead is the person who can assign the work
to the testers. Say, If you have 4 modules in ur project
and 5 testers. every module will be assign to one or two
testers which again depends on the tester experience and
knowledge on perticular domain.
The general testing process is the creation of a test
strategy (which sometimes includes the creation of test
cases), creation of a test plan/design (which usually
includes test cases and test procedures) and the execution
of tests.

one central database. This gives the detailed information
including to which it get assigned. hence no clash b/w
