Risk factor is something like, how the risk analysis in the
current build or UAT , say for an example
What are teh module or functionality are relased for UAT in
that hw many major issues are still pending to resolve..
how those defect impact to the end user... something like
that...

If we have show stopper bug then will Assign to Developer if he is not avialble then what we have to do.If it take one/Two day.
