Let me try to expalin with a basic example.
Let us say we have no yahoomail till today. Yahoo has taken
a step to introduce something called yahoomail ie.,
yahoomail does not exist now and when developers are
developing yahoomail and testers are testing it is a
devlopement project for both of them.
Now Yahoomail launched, we need someone to support the
application for any issues dat might raise. Developers and
Testers who are working now on yahoomail are working for a
maintenance project.

Well i guess as the question it self answers the basic
difference in that development proj are one which have not
started yet, in the sense that the software is not yet
built, where as a maintanence project is one where it is up
and running and there is continious maintanence happening in
that.

for example whatsapp is under development test engineers test and report bugs the build is stable they release to app store end users download each user installs the app on different send messages,videos photos the app may not work in some devices due to compatibility issue they have to also check all some messages may not deliver.here many issues may come during maintenance so developers have to fix and upload the app with bug fixes and enhancements
