yes,we can use brake dynamometer to measure the brake
power.or we can refer to the name plate of the motor

horsepower.speed of the shaft can be found out by using
tachometer

we can mount the motor which is 3 h.p. with the moving
roller surface & note the max. speed of the roller after
that on that roller surface run the horse adding one by one
to reach the noted speed...
